Russell Township appoints mayor, forgoes by-election

The Township of Russell, just east of Ottawa, will have a new mayor on May 27, after the council chose to appoint sitting Councilor Mike Tarnowski this week.

Couns. Marc Lalonde, Lisa Deacon and Mike Tarnowski gave speeches at Monday’s council meeting saying they believed it would be the right choice because they “did not want to lose the momentum” of projects that have been started.

Acting Mayor Jamie Laurin said he would have voted against it, but because the majority of the four-person council agreed to the appointment he would not vote (the mayor only votes in case of a tie or a registered vote).

Tarnowski will act as mayor until the next municipal election, about two and a half years away.

Russell township keeps Question Period for now after over 100 residents attend council meeting

Russell Township will be keeping a regular public engagement time at their council meetings for the near future.

Coun. Mike Tarnowski’s suggestion to eliminate Question Period on the Meeting of the Day at the township’s regular council meetings has been deferred, at least until a “public engagement strategy” is presented.

The council meeting on Feb. 26 was standing room only with close to 100 residents present.

Several councilors stated the suggestion to eliminate Question Period was to protect staff from having to scramble for answers, although staff prepare to discuss agenda items prior to the meetings. Regular council meetings are held every two weeks at the township hall in Embrun.

CJRO News: Question Period debate expanding in Russell Township

The suggestion by Russell Township Coun. Mike Tarnowski to limit Question Period after council meetings has been met with some opposition. A flyer was distributed to Township residents last week and prompted a reply by way of media release from the Township. The meeting to vote on it is Feb. 26 at 6 p.m.

The annual compliance report for the Capital Region Resource Recovery Centre (CRRRC) for the year 2022-2023 was recently posted at CRRRC.ca. The brief report stated that construction had started because dirt has been moved for erosion control and indirectly implied that the leachate problem has not yet been agreed upon by the City of Ottawa.
